Question
3 - How do we get there?
This template is meant to
guide non-Party stakeholders (organization(s), coalition(s), initiative(s)
and/or sector(s) etc.) in providing inputs that are relevant and impactful to
the Talanoa Dialogue process. Using such the template is not mandatory,
however, the High-level Champions encourage non-Party stakeholders to use such
a structure to facilitate capturing and highlighting the key messages across
the three questions.
How
do we get there?
Ways
in which the UN Climate Change process can help you achieve your vision and
goals, and how your actions can help in expediting
sustainable transitions to climate neutral societies [Maximum
300 words]
Talanoa Dialogues are an actualized and most
interesting response by UN, to the necesity of considering programs from an
integral, sistemic or holistic perspective, in order to coordinate its actions
to obtain success, having transformational changes. Two scopes of its issues
are currently forgotten: 1) The “spiritual” issue. As Talanoa calls for
universal participation, it adresses at the same time institutions,
organizatons and individuals. 2) The “time” issue. In puting together past,
present and the future, Talanoa, from a conception deeply rooted in the
anthropological tradition of aboriginal peoples, is the present social seed, of
tomorrows global transition to low energy societies.
In an ere marked by complexity at all levels, Talanoa
Dialogues are, thus, a very important and usefull maproad -in essence
universal-, adressed to all stakeholders, from goverment, to the private space,
to show us how establish momentum to get the goal of our compromise, not to
surpass 2°C global rise of temperatures to 2030, as states the Paris Agreement.
Talanoa, makes u confident that in builiding trust, we
give an enourmous step in the way to the sutentability of our organisations and
its capacity to face with flexibility, innovation and participation the
transition to climate neutral societies.
Concrete
solutions that have been realized while implementing your commitments,
including lessons learnt from success stories and challenges, and case studies that
are in line with the 1.5/2 degrees’ goal and can support the Parties in achieving
their NDC goals, enable higher ambition and inspire engagement of other
non-state actors [Maximum 300 words]
We
are just starting to implement our Regional Resilience to Climate Change
Program, and so, our advances in the concrete solutions as such, are minor and
just begun , notwitsanding our institutionality has acomplished very important and
regular steps in regard to UNFCCC, particularly in regard with the Paris agreements
and for us, the also very recent launching of the Talanoa platform signals a
reason of coincidence and a good signal to work and make coherence between different
levels of action and its different institutions, organizations and people, as a very simple and refined
methodology to put together, generate trust and coordinate international,
national, sub-regional and local level initiatives. As you well know, the
global contribution to the rise of global emisions as a whole is quite reduced
(0,3%), but if we can follow this way of capacity building we will contribute
in a sustantive manner to enhance the scope of our possibilities.
In
that sens, it is very important to consider as an accomplishement, the call to
establish from the region, a coherent framework to construct in a collaborative
and active spirit sinergies between the three recent instruments launched by
UN, the Sendai Framework on DRR, the SDG´s and the Paris Accord,in the local
sphere, and the participation on international sites to feedback and comment
our experiences.
The
institutional framework for this task, is conceived, not yet communicated and
far to be really operative, in the Spirit of Talanoa we will help these, to
positively work together.
Collaboration
models with other stakeholders and, in particular, between non-Party
stakeholders, national governments and the UN Climate Change process that have
been successful in helping you, or can help you, achieve your commitments [Maximum
300 words]
Surveys,
Q&A, kind of Digital bulletins and communication with the contents and
related developments of Talanoa Dialogues, on the basis of regularity and
feedback, sent to other stakeholders, institutionally related or not, will
allow us to get the help of Ministeries (and to work with them), and organize
national and international workshops and Seminars, who will work in the
polysemic sense of, difusion, education, organization and establishing working
contacts already existant or new ones. In this sense it´s worth to say that due
to our historical reality, with the growing exception of specialized government
institutions like CORFO, and its related Agencies, the empresarial and private world has been until now let aside of
serious discussions about the challenges and opportunities of the coming
energetic transition. We will help this to change.
Opportunities
to further scale up action and means to address barriers that can enable even
further action by non-Party stakeholders based on the actions you have taken to

Policy
levers
Government
institutions and focal points in charge of implementation of our National
plans of Climate change, NAPA, who work in the National scale, as ministeries
and at the local level, government services like CONAF, SAG, INDAP,
municipalities and the private, trying to coordinate their efforts, will be
our next targets, always looking to work together in a transparent and
colaborative way, not to let anybody aside, in the spirit of Talanoa Dialogues.

Collaboration/cooperation
opportunities
At
the same time we work on the stated goals fixed in our Resilience program and
consequently focus on the community- affected by the serious effects of
Climate Change in the lands where they live: severe droughts, wild fires and
water, health and related problems we have to help to fight-, we have to
explore our next steps and targets, as we´ve already said, always looking to
work together in a transparent and colaborative way, that do not exclude
anybody, in the spirit of Talanoa Dialogues, orienting people to tell their
stories freely, but learning to do it
without second thougts, without forgeting active Links with
international related organisations, to feed our experiences and give
feedback to enrich them

Lessons
learned based on the experience and progress so far
Is
is quite surprisingly that, in so short period of time -and through the mistakes
of this sui generis emmisary, that we are-, the message of Talanoa has been
received with attention and interest for all the people and institutions met.
As a matter of fact, we have started to spread the methodology of Talanoa internally
between the people of my organisation, and after, with their help, to other
government institutions and have always find their openness and encouragement
to fallow this way of enhanced ambition to better ways of living.

Public
and private financing models
There are growing opportunities to enhance our pools of
financing, particularly with the participation of the private sector in the
years to come, to realize the goals of transition to low energy societies of
the Paris Agreement. It´s important to say that the future of renewals, will
have a great impact at the level of the people an small businness, creating a
virtual circle of lowing emissions and take advantage of that, that we´ll
have to explore, with the people, and taking to heart, their histories.

Impact
on non-Party stakeholders if these actions by national level governments and
the UN Climate Change process and other opportunities are implemented and how
much further they could go
We have no doubt that the already stated principles,
in the spirit of Talanoa Dialogues have to have a great impact on non-party
stakeholders and communities. The first step to see our results, should be in
2030, where the three great Universal Action Frameworks, put in action fro UN
(SDGs, Sendai RRD, APA21) and its related mecanisms and Platforms, will
finish. The Talanoa Dialogues are a very good step ahead to really start,
making trust, the fundational stone of empathy and common but differenciated
tasks.
